9TH INTERNATIONAL CONFERENCE ON HARMONISATION WITHIN ATMOSPHERIC DISPERSION MODELLING FOR REGULATORY PURPOSES

St. Petersburg June 9-11, 2004

Organized by The Russian Association ”Air Environment” (AE) and The International Society of the Built Environment (ISBE) the conference will be held in St. Petersburg during the famous White Nights.

Air is the most important factor of life on the planet. Maintaining the normal quality of the air is a requirement for comfortable and safe conditions of human existence, and maintenance of industry and agriculture and is related to a range of social, economic, technical, and political issues. Air pollution is caused mainly by technological waste emitted by various enterprises in the transport, industry and energy sectors. Air protection must aim first and foremost at reducing emissions of harmful substances into the air. A considerable amount of ventilation and technological emissions and the corresponding energy-related expenses dictate the necessity to develop a new policy in order to decrease these emissions as much as it is possible, thus making the work of ventilation and gas processing facilities more effective and economical. Improving the quality of the air is related to public health issues and thus becomes one of the most important problems of humankind.

The slogan of the Fourth International Conference «Air'2004» is:
"Air – Quality - Health."

Objectives of the Conference
Modern approaches to atmospheric air quality demand drastic qualitative improvements as well as maintaining and restoring the quantity of the air. It is not sufficient to limit emissions and apply fines for violations. These measures do not help solve health hazard issues, and, most importantly, do not facilitate protection and maintenance of global air quality. Aspiring to improve the quality of the air, one should not stop after determining who is to blame and what is to be done. Current laws and international agreements must be attended to and continuously improved. These laws and agreements must provide for such measures that it would make it unprofitable for enterprises to pollute the air. As the planet gasps for fresh air, it is especially important to improve the quality of the air and activate oxygen generation. We believe that such solutions will help each person understand how important it is to save air resources and discover new methods aiming at sustaining air resources.

The International Conference in St. Petersburg will discuss the following topics:

Exhibition:
An exhibition will be synchronized with «Air'2004» conference. The exhibition will be attended by national and foreign companies. The scope of the exhibition will include: environment quality measurement tools, collective and individual protection means, air optimization systems in dwellings, administrative and industrial buildings (particularly in banks and other offices). The conditions of participation will be sent on receipt of each individual request.

Languages:
The official languages of the conference are Russian and English. Simultaneous translation will be provided, with abstracts translated into Russian.

Abstracts and Full Papers:
The abstract should not exceed 200-250 words in English. The Organizing Committee will provide abstract translations in Russian. Abstracts should contain last, (middle) and first name of the author(s), affiliation, and address. Please underline the name of the author who will deliver the presentation. The Organizing Committee will select papers for plenary and session presentation. Authors of selected are expected to prepare full papers in accordance with the requirements for subsequent publication. Camera-ready format will be sent out with acceptance notification.

Social Program:
A quite extensive social program will be provided for delegates and accompanying persons. It includes city tours, beautiful suburbs tours, visits to museums and theaters Delegates and accompanying persons will be welcomed at the President's Reception and Russian supper.

Accommodation:
St. Petersburg is suitable for accommodation at 5 star-hotels or less standards (but modern and comfortable). The Organizing Committee would appreciate it if you would inform us in advance of accommodation needed. Currently, Scientific and Technical Committees are being formed.

Furthermore, the implementation of the European Union framework directive on air quality (96/62/EC) and its first and second daughter directives (1999/30/EC and 2000/69/EC) requires an extensive assessment of air quality in the EU member states. One of the required tools are air quality models for assessing regional and urban air quality. There is a fundamental need for the European countries to build upon the experiences of each other according to the requirements in the framework directive, and to harmonise the development and use of models in several respects.

In June 1991, the Joint Research Centre of the European Commission started an initiative on the sharing of information and possible harmonisation of new approaches to atmospheric dispersion modelling and model evaluation. This initiative has fostered a series of conferences that have been concerned with improvement of “modelling culture” in Europe.

The 9th International Conference on Harmonisation within Atmospheric Dispersion Modelling for Regulatory Purposes in Garmisch-Partenkirchen, in Germany/Bavaria, 1-4 June, 2004, will continue the efforts of the previous conferences. The conference has a role as a forum where users and decision-makers can bring their requirements to the attention of scientists. It is also a natural forum for discussing environmental issues related to the European Union enlargement process.

Call for abstracts
The 9th Conference is addressed towards model developers, model users, environmental protection agencies, and environmental legislation experts. Abstracts of contributions fitting into the scope of the conference are invited. There will be both oral presentations and poster sessions. An award for the 3 best posters presentations is foreseen. The deadline for a one-page abstract (no more than 300 words) with indication of the preferred topic is 1 Dec., 2003. Since the beginning of the conference series, an area of primary interest has been the assurance of model quality, in particular through model evaluation and quantification of model uncertainties. Tools used at previous Harmonisation Conferences (e.g. Model Validation Kit, ASTM methodology, etc.) will still be a matter of discussion and presentations.

The scope of this conference is covered by the following topics:

What distinguishes this conference from many others is its focus on common tools and methodologies. The basic criteria for selecting papers for oral presentation will be whether they fit in with the philosophy of developing an improved modelling culture where modellers as well as regulators and users make effective use of each other’s experience.

The Conference will take place in the congress centre of Garmisch-Partenkirchen (10 minutes of walking distance from the main railway station; 1.5 h to drive from the FJS airport of Munich).

Location
Garmisch-Partenkirchen with about 26000 inhabitants is one of the most notable climatic resorts in the Bavarian Alps. It is also, being situated right in the middle of the Bavarian Alps at an altitude of 720 meters, Germany’s winter sports capital. It is the festival site and former home town of Richard Strauss in the centre of the Werdenfels region, which is dominated by the Wettersteingebirge, one of the most impressive mountain ranges of the Northern Alps. This range includes the Zugspitze, which culminates at 3000 meters high in Germany’s highest peak.

The spring / early summertime is characterised by sunny and fair days with chilly nights but also with some chance of rain. The mean maximum temperature during the beginning of June is between 20 and 25 °C.
